Commission hires park manager at Higgins Ferry Park

In other news, the commission:

•Voted to accept the bids for a new incinerator at the Chilton County Humane Society and negotiate with local banks on the possibility of doing financing for the incinerator.

Commissioners read two bids for a new incinerator at the May 27 meeting. The two bids were from B&L Cremation Systems Inc. for $60,450 and Matthew’s Cremation for $68,115.

Commissioners heard from Chilton County Humane Society Director Jessica Terry on Monday who told commissioners she had worked the price down from the lowest bidder (B&L Cremation Systems Inc.) to roughly $57,000.

Commissioners were unable to figure out what fund the money would come out of to pay for the incinerator and voted to accept the price but negotiate with local banks a possibility of financing the incinerator.

Everyone voted in favor to find financing options except commissioner Joe Headley voting against the motion.

Caton told commissioners he would get with county administrator Connie Powell and see what they could bring back to the commission.

•Scheduled a reception to honor former Chilton County Emergency Management Agency Director Bill Collum who announced his plans to retire in November 2013. Caton told commissioners Collum has worked for Chilton County for many years and he thought it would be fitting to host a reception to honor Collum.

Commissioners scheduled the reception for June 27 at 3 p.m. in the commission chamber that is located on the third floor of the Chilton County Courthouse.

Commissioners will host the reception using personal funds.

•Passed a resolution amending the Chilton County Transit budget resulting from additional funding from ALDOT by $7,500.

Everyone voted in favor.

•Tabled a discussion regarding a letter the commission received from the Alabama State Retired Employees Association explaining a one-time bonus for local government retirees.

Caton told commissioners he thought it would be best to table the discussion until the June 23 commission meeting due to needing more information regarding the letter.

“I think we need to wait on this until the next meeting,” Caton said. “We need to find out where this money is going to come from.”

Commissioners unanimously voted to table the discussion until the June 23 meeting.

•Tabled another discussion regarding a state sales and use tax exemption for the Community Action Association.

Parnell said he would like members of the local division of Community Action Association to come before the commission and provide more information before commissioners approved the exemption.

“I’m not opposed to it, I would just want to know more before voting on it,” Parnell said.

Agee echoed Parnell and suggested tabling the discussion until more information could be provided to commissioners.

“We don’t even know what we are voting on,” Agee said.

Parnell made a motion to table the discussion until they could receive further information regarding the request.

Everyone voted in favor.

•Met in executive session for less than one hour at the request of Parnell who asked if commissioners could meet in executive session to discuss public safety.

When commissioners convened after the executive session, Welch said due to things discussed in the executive session he wanted to make a motion regarding the Chilton County Sheriff’s Department.

Welch made a motion authorizing Caton and Parnell to meet with Chilton County Sheriff Kevin Davis and negotiate a proposal from Davis for a resolution on how to rectify the line items within his budget with zero balances.

The decision will be ratified at the June 23 meeting.
