When investigators with the Chilton County Sheriff’s Department called on a Michigan woman, it wasn’t a prank.

The local law enforcement officers, working with the FBI, arrested a woman on Sept. 15 for making harassing phone telephone calls.

Rose Terrell, 40, allegedly first called Chilton County’s emergency dispatch more than six months ago, reporting a body had been burned and hidden inside Trilliam Apartments, Sheriff Kevin Davis said.

Later the same day, Terrell called to report a fire at the same apartment complex.

The reports were determined to be false, but the nuisance only intensified.

“It snowballed after those two events,” Davis said. “We started getting phone calls from this lady who would call in all sort of different ways. She would call dispatch using vulgar, foul language. Anything you can imagine to bother them, she would do it.”

Davis was given a subpoena for the department’s phone records, including dispatch and the Chilton County jail, but the caller was using techniques to disguise her location.

The calls some days would come in continually for eight hours or more.

“It got to the point where she was calling hundreds of times a day,” Davis said. “If we hung up, she would call right back. Our phone lines were getting tied up.”

The caller also began making threats of violence, so the sheriff’s department contacted and began working with the FBI.

During a five-day investigation in Michigan, it was determined that Terrell had allegedly called in bomb threats in the Detroit area.

Davis’ department charged Terrell with two counts of making terroristic threats and one count of harassing communications.

Other charges are expected from other law enforcement agencies, and Davis said there’s a chance the case could become a federal matter.

Davis said that so far there’s no indication whey Terrell targeted Chilton County.

“I think it became a big game to her,” Davis said. “I talked to her personally on a couple of occasions. I told her who I was and that I had the authority to send investigators to find her…She agreed to stop, she stopped for three days and then started back. It got to the point where we had to do something.”

Terrell is being held in the Macomb County Jail in Michigan.
