The driver of an 18-wheeler was speeding while attempting to pass in a no-passing zone when it collided with a prison van, killing all seven on board the van.

The Alabama Department of Public Safety report released Thursday said the truck driver, 31-year-old Andrew David Carter of Tifton, Ga., was traveling an estimated 65 mph in a 55 mph zone while trying to pass a car heading east on U.S. Highway 82 on Oct. 3. Correctional officer Rodney Kelley, 35, was taking six men who were applying for jobs in the Alabama Department of Corrections from a state prison near Union Springs.
