Police Officer, EMT, Firefighter, Dispatcher = a similar job each with a vital link in the chain of survival and help to the general public. While they each perform different functions the goal is the same for all of them. That goal is to provide the help and assistance needed to make sure YOU get through your emergency.
The dispatcher is usually the first link in the chain of events that gets the police, fire, emt, etc to the incident location.

There are several factors to consider when determining the lentgh of a ladder truck that must be purchased for the fire service and the community it will serve. Two factors that are considered together is the height of the buildings and the access to the particular buildings. The further back the curb is from the building the longer ladder it will require. Another factor is future growth. A ladder truck's expected service life is 20+ years. To answer your question I don't know if a shorter ladder would be sufficient, but I would trust that the administration of the fire department researched and surveyed the City before making the decision.
I cannot answer your other questions because I do not know the answer. I am sure that you can contact Chief Driver and he would be willing to answer your questions and explain the responses that will require the ladder truck. The phone # to the station is 755-0533.

Buildings that meet the criteria: Merchants, KMA, CRH and it appears the new civic center will be greater than 3 stories as well.
The benefits of an elevated master stream from the elevated ladder on buildings two stories taller or more are numerous.
Additionally the life safety benefits of a mechanical ladder at an apartment or hotel fire with people trapped on balconies is tremendous.

Is there some reason that the commission can't make the park a "special zone" and allow the park ranger to enforce parking regulations?
No need for the ranger to be law enforcement certified. This is done every day in citites that enforce parking regulations. Instead of taking patrol units off the streets let's use the resources that are already there.
Unless there is some special law that forbids this, the solution is proposed. Now the commission needs to act.

One can only hope out of this entire incident that the average citizen realizes there are issues that need to be addressed. These issues are known by some of us in the rural fire service in Chilton County, unfortunately due to the organization of these entities we have no authority to make any effective changes.
