Former C.I.T.Y. Program citizens of the year met Monday and announced Penny Broussard (second from right) had been named the 2009 recipient of the honor. Citizens of the year include (left to right) Bill Speaks, Red Turnipseed, Curtis Smith, Rhonda Hardestry, Billy Joe Driver, Broussard and Bobby Martin.
